Obvious to anyone with basic comparative govt, but I don't hear anyone else pointing it out: In a conventional parliamentary system, the blockage in the US House of Reps is avoided, because if the majority party can't pass a budget, it falls. Sometimes the opposition is given a chance to try. Failing that, election.
